Transportation engineers are accustomed to difficult trade-offs.
A safer intersection may require changes to property access. A cycling facility may affect parking. Traffic calming may reduce collision risk while increasing travel time for some drivers. A redesigned corridor can improve accessibility for thousands of people while imposing a visible cost on a small number of businesses.
Engineering provides tools for evaluating these trade-offs: collision data, traffic counts, design standards, turning templates, modelling, cost estimates, and benefit analysis.
Another constraint operates alongside the transportation system being designed: the limited attention of the people receiving information about it.
What stakeholders notice, what they believe is at risk, and whether they can trace their concern through the decision process can influence whether a project is understood, revised, delayed, supported, or opposed.
The number of engagement events alone does not tell us whether that communication worked.
A current Saskatoon example
The City of Saskatoon has been developing walking and cycling improvements along Millar Avenue and permanent changes at the intersection of 51st Street and Millar Avenue.
According to the City’s project materials, engagement included open houses, surveys, design alternatives, and published summaries during 2024 and 2025. Participants raised concerns about accessibility, pedestrian and cyclist safety, congestion, funding, snow clearing, truck movements, business access, property effects, and construction.
When the recommended designs reached the Standing Policy Committee on Transportation in February 2026, adjacent business and property owners continued to express concerns. The City’s update says they felt that their concerns had not been heard through prior engagement events.
The committee deferred its decision and requested more focused engagement. The City’s current project page lists targeted engagement with adjacent businesses and property owners and an anticipated return of the revised plan in autumn 2026.
That sequence raises an important question:
How can people be consulted repeatedly and still feel unheard?
This article does not evaluate the City of Saskatoon’s work or diagnose the people involved. Violet did not participate in the project, interview stakeholders, or examine the complete decision record. The public materials provide a documented situation through which to examine hypotheses that transportation teams can test in their own work.
The engineer and the stakeholder may be looking at different projects
Imagine an engineer reviewing the 51st Street and Millar Avenue intersection.
Their attention may move toward:
- traffic operations;
- collision and safety risks;
- pedestrian accessibility;
- truck turning movements;
- design standards;
- network connectivity;
- and long-term corridor performance.
Now imagine the owner of a business beside the intersection looking at the same drawing.
Their attention may move toward:
- What happens to my driveway?
- Can delivery trucks still enter?
- Will customers be able to reach me?
- Will construction restrict access?
- Will this affect the viability or value of my business?
Neither person has necessarily misunderstood the drawing. They may be allocating attention differently because they have different responsibilities, prior knowledge, and stakes.
When disagreement appears, the instinct is often to improve the transmission: add another diagram, provide more statistics, explain the analysis again, or hold another meeting.
More information can help when substance is missing. It may not help when the parties are answering different questions.
Use the Violet 5S™ method to examine the engagement path
The method treats communication as a relationship among a message, a receiver, a contextual field, and a target transition.

These are connected questions, not five independent scores.
A presentation may have excellent substance but make the personally consequential trade-off difficult to find. A trusted engineer may explain the analysis clearly while the decision authority remains ambiguous. A stakeholder’s high perceived stake may make one driveway on one drawing more important to them than ten pages of network-level analysis.
That does not make the stakeholder irrational. The information has different consequences for them.
“You recorded my comment” is not the same as “I felt heard”
Public engagement often treats several outcomes as though they were interchangeable:
- I received information.
- I provided feedback.
- My feedback was recorded.
- The project team understood my concern.
- My concern influenced the evaluation.
- The decision record explains what changed, what did not, and why.
- I agree with the final decision.
These are different outcomes.
A municipality can accurately record every comment and still leave participants unsure whether their input entered the decision process.
Research on public participation and procedural fairness supports this distinction. Perceived fairness depends not only on having an opportunity to speak, but also on how participants are engaged, whether the process is responsive, and whether the justification for the decision makes their influence—or lack of influence—understandable. Research in Policy Studies Journal examines how participation design and decision justification affect perceived procedural fairness and stakeholder support.
When someone says, “You did not listen to us,” they may mean:
“I cannot see how the decision accounted for the concern I raised.”
That is not always a request for agreement. It may be a request for a visible reasoning path.
A visible personal loss and a distributed benefit do not compete equally for attention
Suppose a street redesign is expected to:
- improve pedestrian accessibility;
- reduce conflict points;
- provide safer cycling infrastructure;
- and improve long-term network connectivity.
Those benefits may be substantial. They may also be distributed across many people, probabilistic, future-oriented, or difficult to visualize.
Now consider a nearby resident or business being told:
Three parking spaces in front of the property will disappear.
That loss is immediate, visible, personal, and located in a familiar place.
The engineering benefit and the individual cost may be comparable within a formal project evaluation while being nowhere close to equivalent in attention. The design team may leave a meeting believing it presented strong evidence. A stakeholder may leave believing nobody answered what happens to their business.
Both perceptions can exist at the same time.
Better communication reveals trade-offs instead of hiding them
There is an understandable temptation to lead public communication with benefits.
A cycling project becomes a safety project. A road diet becomes a complete-streets improvement. A parking reduction becomes an accessibility enhancement.
Those descriptions may be accurate. But if benefits are prominent while costs are buried, trust can collapse when stakeholders discover the trade-off elsewhere.
A stronger message could say:
This option improves pedestrian accessibility and removes two vehicle conflict points. It also changes access to three properties and removes approximately twelve parking spaces. Here is why the project team considers that trade-off acceptable, the uncertainty in the estimates, and the alternatives evaluated.
That message may initially produce more opposition.
Opposition is not necessarily evidence of communication failure. A well-informed “no” can be a better outcome than an uninformed “yes.”
The objective is not to manipulate attention until the public reaches the project team’s preferred conclusion. It is to make the relevant benefits, costs, alternatives, authority, and uncertainty available for informed evaluation.
More evidence is useful only when it addresses the unresolved question
Engineers are trained, appropriately, to rely on evidence. When a recommendation is challenged, the professional instinct is often to strengthen the analysis.
Consider a resident concerned about a proposed road diet.
The project team says:
The modelling shows acceptable network performance.
The resident responds:
My commute is going to get worse.
The team provides peak-hour simulations, travel-time estimates, intersection analysis, and microsimulation.
The evidence may be technically stronger. But it may still leave the resident’s question unresolved:
- What change should I expect on my route?
- What is the plausible range rather than only the average?
- On which days or times could it be worse?
- Why is that cost considered acceptable?
- What will be monitored after implementation?
- What would trigger an adjustment?
Before asking what additional evidence to present, ask:
What decision is this audience trying to make, and what prevents the current evidence from supporting it?
Participation is not a representative sample by default
People with a large perceived stake may have a stronger reason to attend a meeting, study a technical report, contact Council, or organize neighbours.
But stake and attention are not the only influences on participation.
Meeting time, work schedules, caregiving, language, disability access, transportation, digital access, institutional trust, awareness, and confidence in technical or political settings can all affect who participates. Historical exclusion and unequal power also shape whose concerns enter the record and how much weight they receive.
Public consultation is therefore a partly self-selected and structurally conditioned sample—not an automatic measure of population preference.
Transportation research has identified different participation rates across demographic, attitudinal, and behavioural groups. Other public-meeting research suggests that representativeness can improve when meetings are well publicized, accessible, and designed to hear from all participants. This does not make highly motivated participants unimportant. Their intensity may reveal consequences that aggregate modelling obscures.
It does mean decision-makers should distinguish among:
- the intensity of a concern;
- the number of people expressing it;
- its prevalence across the affected population;
- the severity and distribution of the impact;
- and the accessibility of the engagement process.
Those are different measurements.
Public engagement is not the Crown’s duty to consult
This article concerns ordinary municipal public and stakeholder engagement.
It does not describe or replace the Crown’s legal duty to consult Indigenous peoples, rights-holder engagement, treaty obligations, or accommodation. The Department of Justice defines the duty to consult as a legal obligation of the Crown concerning contemplated conduct that could adversely affect asserted or established section 35 rights.
An attention framework may help examine communication within an engagement process. It cannot determine whether legal, constitutional, treaty, ethical, or relationship obligations have been met.
Make the path from concern to decision visible
One practical improvement is a concern-to-decision trace.
For each material concern, publish or communicate:

| Weight | How did the concern affect the option evaluation? |
| Decision | What changed—or did not change—as a result? |
| Reason | Why was that response considered proportionate? |
| Uncertainty | What remains unknown, and how will it be monitored? |
| Follow-up | What happens next, and where can the response be challenged or corrected? |
Not every comment can determine the final design. Every material concern can receive a traceable response.
This record also helps distinguish communication failures from substantive disagreement. If the reasoning path is visible and the stakeholder still opposes the trade-off, another presentation may not resolve the conflict. The disagreement may require negotiation, mitigation, compensation, policy direction, or a political decision.
Communication is part of engineering competence
This is not only the work of a communications department.
Engineers Canada’s national competency guidance describes engineers as communicators, calls for communication tailored to the audience, and includes two-way communication that verifies both the engineer’s and the audience’s understanding.
ITE Canada has also offered dedicated engagement training for transportation professionals covering community meetings, difficult questions, public speaking, and clear responses to transportation concerns.
The profession already recognizes the communication responsibility. The opportunity is to examine more precisely what must happen between presenting information and reaching mutual understanding.
Three questions before the next public meeting
Before preparing the next engagement board, technical presentation, or consultation summary, ask:
What will this audience probably notice first?
Not only what the project team wants them to notice. A technical drawing may communicate intersection geometry to an engineer and property loss to a landowner.
What is materially at stake for them?
Understanding that stake does not require agreeing with the stakeholder. It helps identify the question the communication must let them evaluate.
Can they trace the trade-off through the decision?
Show what the project changes, the evidence used, what alternatives were considered, who decides, what remains uncertain, and what response is still possible.
Designing infrastructure also means designing understanding
The lesson from Millar Avenue is not that consultation does not work.
It is that the quantity of consultation is a poor measure of communication quality.
Three engagement rounds can still leave someone unable to see how their concern affected a recommendation. One carefully designed conversation can reveal that the real disagreement is not about missing information, but about how competing consequences should be weighted.
After the next public meeting, do not ask only:
Did we explain the project clearly?
Also ask:
Can the project team and stakeholders accurately describe what the other believes is important, how the concern entered the decision, and why the trade-off remains?
That is the difference between transmitting engineering information and designing a path to mutual understanding.
